American flag post succession?

In your standard CSA victory timeline, the US typically keeps the stars and stripes despite having lost many of the stars and half the stripes. Assuming the US doesn't re-annex the CSA at a later date, what might the proposals for a new flag look like ITTL (assuming the US does decide to change its flag).
 
The stripes would remain the same, I assume the number of stars would decrease temporarily, with new stars being added as new states were admitted. The actual arrangement of the stars in the blue field was somewhat flexible at the time of the ACW.

I'd imagine that it'd be similar to How Few Remain in that it would take years to get enough of a majority to vote to knock off the southern states from the flag. It'd be a major hit to prestige.

I'd guess they'd keep the stars of the seceding states in order to send the impression they don't regard the secession as legitimate, but as a state of affairs forced upon them.
