Why no Nova Scotia?

Why no provinces of Canada at all? Why so much convergence; with all the west the same, West Virginia, and Washington DC? And shouldn't there be a Dominion of New England because Great Britain tried to merge those colonies; or did Great Britain give up on that attempt? And how did the colonies end up called states?
