American expansion of NATO

So I was recently listening to how NATO is undergoing some rather extreme pressures because of the situation in Afghanistan, and the report went on about the lack of commitment from certain European members, putting caveats on where their troops could serve and so on. It got me to thinking about the growth of NATO. Right now NATO has expanded to include countries that are no where close to the North Atlantic, but who are all European. So I was thinking about possible expansion of NATO in the Americas. In Europe NATO expansion appears to be something of an award to the democratizing ex-Soviet Bloc, so why not extend those awards into the Americas?

My challenge is to find a POD that would have at least Mexico and the Dominican Republic in NATO by Jan 1, 2008.

On December 31, 2007, the governments of Mexico and the DR decide they want to join. 100% of the people approve. NATO is conveniently already gathered, and decides to damn the procedures and let them in immediately.

There's actually a defensive treaty that could be invoked regarding Afghanistan, it's the Río Treaty without the need to expand NATO. The wiki article claims it was invoked after the 11-S attacks, although IIRC it was discussed but wasn't invoked at the end. Vicente Fox actually claimed that invoking that treaty would be "like resurrecting a dinosaur" and given Mexico's withdrawal of the treaty I find hard to find any post-2000 POD that would make them join NATO.
But, as for Latin American countries joining NATO all you probably need is a pod in witch the USA wants them joining NATO at the right time. Many dictators and some democratic presidents will find it a great idea, specially if it happens before SSBM come into existence, as many will think they are too far away in the event of a nuclear exchange - and probably a few wouldn't care anyway.
