Anybody but George B. McClella when he was removed from command the CSA lost an allie
i vote on pope the men had what was needed but couldnt survive the, i have to admite, humiliating defeat that lee gave him
if not pope give hooker a chance the man made a good battle plan but how would anybody know that the telegrafs would go mad during the battle?
 
Hooker was probably the best of them - he reorganized the Army of the Potomac well and his plan for Chancellorsville was good. Burnside's my second choice - when given smaller forces and not fighting Lee his record was good.
