Alternatives to the German Confederation

After the OTL Napoleonic Wars, (At the Congress of Vienna) what are some alternatives to the German Confederation in Central Europe?

Well I had suggested the Holy Roman Empire could be restored after the Congress but it got shot down. I can link the thread in if anyone's interested.
 
No Confederation, just a few dozen separate kingdoms and principalities and city-states? Perhaps with the three northern cities that weren't mediatised joining together as a new Hanseatic League?

Can't see it myself. Remember Germany had had an over-authority for, what almost 1000 years by this point? I mean even if its highly decentralized I can't see Germany having no overreaching organization whatsoever.

That doesn't work. It leaves the German states in a bad position vis a vis France and doesn't deal with issues maintaining the reactionary social order.

Into what? Breaking up France would be going against the will of everyone in France, they can't keep a population that wants to unite apart forever. In fact all this does is irrevocably tie French Nationalism into French Republicanism (or atleast Bonapartism), because the Rectionaries just proved themselves enemies of the French state who allowed it's partition.
