The West was desired for White settlement. Congress isn't going to go for blacks taking up valuable land. If the ACS or some such did try settling blacks out there, the US Army would probably herd them into reservations just like they did Indians.
The whole point of 'return to Africa' from the incredibly racist White viewpoint, was to get Blacks OUT of the US.
I'd argue that the concept wasn't born due to white racism. If it was simply to get blacks out of the US, they might have just try to start colonies in the Caribbean. In regards to that, could a colony have been set up in the Caribbean?

I thought about Haiti but we must remember that the different black groups could have issues one another. If I'm correct, the African Americans in Liberia treated the Africans already there badly. Though I could imagine Haiti accepting the blacks to try and increase their importance in the region.Haiti?
After the failure to settle folks in western Panama (Chiriqui specifically), Lincoln proposed the Ile-a-vache in Haiti.
Alternatively, why not Guatemala? There was a British company trying to settle the central belt of the country around the same time the ACS was operating.

Gurps AE 1 suggested that after the US lost the ACW, the Republicans were afraid of losing the 1864 elections, so they quickly created the "hollow states" in the west and settled escaped black slaves there, with the "40 acres and a mule" law.
That's a fun concept. How many would there be? Perhaps New Mexico and Arizona, given how they were seen as being pretty useless for settlement.

Granted, there ain't much in those areas I suppose. Today those lands together have just 1% of the US population.
