Alternative outcomes to the Sarajevo crisis

OTL Germany and Wilhelm II assured Austria of their support after the asassination of Franz Ferdinand. This finally let Austria declare the war on Serbia it wanted in the last years.

However how would this crisis played out if Germany wanted to avoid war from the get go? (OTL Wilhelm got cold feet in the last moment but tha was too late to alter Austria's course)

Would the GP's let Austria handle it with Serbia and their just trying to mediate and influence them from the side line? Or would this end on a conference?

Im sure there would be an investigation and im sure Austria never would accept the serbian police to make it. They have a good case and if its an international investigation and not only Austria that the GP's decided on Serbia would have a much harder time to refuse. Its an interesting question who would be part of the investigation (beside Austria). Also what would happen if the investigation uncovered that high ranking government officer were part of and had close ties to the organisation responsible for the asassination?
 
I suspect that most powers, even including Russia, would have accepted Serbia being humiliated but not invaded. Here is a thought suppose Arthur Conan Doyle (who had done some real and useful investigations, were allowed to take a significant part.

I think that there would be huge pressure to extradite or try and execute anyone who could be proved to have been involved in what were after all 2 brutal murders
 
How about this. There was, historically, an attempt by Wilhelm II to use Franz Ferdinand's funeral for a summit conference involving the European powers. However the Lord Chamberlain (sort-of) Alfred (wiki) who detested Franz Ferdinand turned the entire funeral into an insult.
What if the summit had gone ahead?
