Alternate Wirtschaftswunder

Germany had a big economic expansion in the 60's, the Wirtschaftwunder, in which they brought in a large number of Turkish immigrants to fill the jobs. Let's say fewer Turks accept, for whatever reason, where else could/would the Germans have been able to fill all the jobs available?
 
Before the deal with Turkey to bring in workers (1961), the German government made a deal to recruit italian workers in 1955, with Spain and Greece in 1960 and later in the decade with Morocco (1963), Portugal (1964), Tunisia (1965) and Yugoslavia (1968). All dates according to Wikipedia. Without turkish workers, there would probably be earlies contracts with the other nations and a larger immigration from southern europe and north africa. Additionally, maybe a deal with Libya before the 1969 coup.
