Ehm, libertarian socialism refers to anarcho-communism, not some kind of social democracy.
The libertarian socialists in the Democratic Party call for a decentralized, localist system where industry is operated and managed by local unions and worker's councils, and operate as a tendency within the broad, big tent of the Democratic Party.

The factories themselves are financed and sell the complete goods to larger holding companies, effectively operating as franchises that are employee-owned. The government provides full employment and welfare, funded largely through land value taxes with low-ish taxes across the board. Public utilities are nationalized through a mix of public power districts and government-owned corporations like the TVA, while other industries are guided by the State Planning Commission. The make work and infrastructure projects are funded and coordinated by the federal government, but also more regional agencies, but are effectively controlled by local assemblies that in many places are controlled by local political machines that provide (non-union) jobs to the unemployed and ethnic/racial minorities. It works for now, but only because of near constant expansion, production and consumption.
