Probably chain-smoking. But there has been less time to build a national identity and the Articles eventually fail with no replacement, leading to a fractured environment (less yay). From a timeline idea I've had for awhile: Essentially, Biden allows the other two women to testify during the Anita Hill/Clarence Thomas hearings. When they do, enough senators flip to deny Thomas a nomination. This launches a smaller version of the #MeToo movement with other women - believing they'll be believed - coming forward to share their stories, etc. Two fallouts ensue: the implosion of Clinton's 1992 campaign and Ted Kennedy, focused on the hearings and the necessary follow up hearings for Bush's next nominee, forgets about a date he has with Vickie Kennedy. Vickie ends their relationship - then at the very early stages. Between not having Vickie and the increased attention on inappropriate sexual relationships, Kennedy loses the 1994 Senate race to Mitt Romney, who becomes a sort of savior figure within the GOP for defeating Kennedy. He rides this momentum to defeat George W. Bush for the 2000 Republican nomination. Bush has his chance in 2008, but by then he's forced to face JFK Jr, the two-term Governor of NY.
