These were fun times.
While Russia was not the same beast it was pre-Ice Age: a federal, downsized republic following the (as of yet unknown and debatable) fate of the Romanovs, the will and might of the Russians has not yet been broken. And, some decades after the Ice Age, in the 1970, the Russian Northern Bunker Administration has been set up, which encompassed most of Old Russia, the centre of Russian civilization which has been lost to a horde of glaciers.
However, the Russian government found one particular problem: the frigid ruins of Old Russia were full of marauders and various statelets. Indeed, it even housed various illegal communist organizations trying to destabilize Russia. Thus began the Resettlement War, an operation to clean Old Russia of bandits and terrorists.
One of them is the Finnish Socialist Workers' Republic. Not recognized by the Russian government, or the official Grand Duchy of Finland, this Civil War-era state has successfully survived the Ice Age and hid in the depths of the old cities. While resistant to Russian resettlement and proficient in guerrilla war, the Red Finns are not very effective and have just as many enemies among other Finns: namely the so-called Republic of Finland and the "Jään Pojat" (Sons of Ice).
There are far more important, far more monstrous organizations to deal with.

A secretive order of ruthless, emotionless assassins, People's Reprisal engages in terror all across Russia and beyond. Eugene Somerville is an American politician who is currently serving as the 62nd President of the United States, having taken office on 20 January, 2093. Somerville previously served as Vice President to President Karen Gresham from 2089 to 2093, and before that as a US Senator from Massachusetts, serving alongside Julienne Muniz from 2077 to 2089. A member of the prominent Somerville family, Somerville is the grandchild of former President Jean Somerville.
Elected to the US Senate as a Socialist in 2077, Somerville quickly capitalized on the unpopularity of the incumbent President, Democrat Sandra Cobb, being one of the first members of Congress to call for her impeachment amid accusations in November of 2079 of nepotism and accepting bribes, both while a Senator and as President. The calls would soon become action, and President Cobb would become the first President since Nixon to be impeached and removed from office. Following Eickhoff's victory, Somerville would stay in the Senate for four more years until he was tapped by Vice President Karen Gresham to be her running mate in the 2088 election.
Somerville himself would run for President four years later in 2092. Following his nomination by the Social Alliance and its constituent parties (namely, the SDP, Socialists, Greens, and Communists, in addition to numerous state-level or regional parties), Somerville gave his nomination speech, announcing that he would not accept the nomination of the Social Alliance, stating, "It should be the job of the President to better the life for everyone in the country, without regard to politics or party." In that same speech, Somerville announced that he had nominated California Governor, Social Democrat Alexander Goldenschweg as his running mate, who would also run as an independent.

A year into the Somerville Administration, the President has sought to increase financial regulations on banks, following a fraud scandal back in mid-2092 where at least three major financial institutions were caught fraudulently charging their clients fees for services that weren't requested, including the implementation of a watchdog agency to monitor the banking industry. Somerville has also lobbied Congress to pass several bills to further invest and experiment in renewable energies (namely underwater "wind"mills in the Mississippi River, Great Lakes, and Vancouver Bay; solar panels in rural areas of the South, and fusion power), additional funding for the joint EU-USR-US scientific outposts on the Moon and Mars, and further divestment of the Armed Forces to diplomatic missions to "ensure that diplomacy is the first resort, and war the last"; Somerville's diplomatic skills while Vice President has been credited with preventing conflict from breaking out between the two Chinas in 2092. Somerville has been an outspoken proponent of continued funding for space programs, saying in one speech to Congress that "For the astronauts who see the Earth from the Moon, they don't see borders, faith, gender, class, or skin color; they see the green and the blue of our home. With the 2094 midterm elections in five months, opinion polling already suggests that the Social Alliance will maintain its majority in both houses, with any gain by the Liberal Coalition to be minor at best.

This looks like a cool scenario. What caused the ice age in this timeline, and how fast did it take the glaciers to advance? Was there enough time to evacuate the northernmost regions?
This is trying to evoke the "Southern Gothic" style, so take that in mind when you read it.
Ever since the Apocalypse of the 2040s, the South has been "off" in some slightly-detectable but not fully-obvious way. President Andromeda Cass knew that very well. As the Southern Republic's first socialist president, she was under criticism by the Big Two Parties of Southern politics for her "radical" ideology,
But enough about present politics, for we are reflecting on the South as a place. The South is a place that has been built by two races, the white and the black. It is a place starkly divided by race and tainted by exploitation and slavery. Taints like that can't be cleaned easily, no matter how much the Christian Democrats feverishly try.
The Cass estate is an abandoned one, left to the undead when the Apocalypse hit. Even before, it was slowly falling apart. You could make comparisons between it and the South as a whole, really. When the Apocalypse hit, the wealthy fled, leaving the unfortunate to suffer. But out of that suffering, they made something out of it all. This estate is her inheritance, but all she feels is a strong sense of history, no personal attachment.
Some like to pretend the South is a civilised country, but it is a dark land full of crime, poverty and violence. It is a tainted land, one where the thick warm air chokes those who think soaring ideas. Cass was not elected president because she promised great ideas, only that she presented an alternative to the failed Christian Democrats and Patriots. And yet her party, the centre-left-ish Social Justice Party is still third in the Assembly, way behind the "failed" Big Two.
Stagnancy. That word describes the South well in those times. Louisiana might try to import new people from thriving cosmopolitan countries to liven the place up and Florida, poor Florida suffers from economic recession that dogs its treasury, but they suffer from the same stagnancy as the Southern Republic, it does not stop at the border. And as much as Appalachia likes to think otherwise, this malaise affects it as well.
The South has always been very religious, but not truly Protestant, as in the past, or professed Catholic, as in the present. No, its true religion has always been folk-based in nature and could be broadly described as "pagan". Local beliefs in spirits and in very weird things [for instance, the existence of "peculiar children", children with supernatural powers] persist, much to the Christian Democrats' dismay as they wish for the South to "work towards God's light".
To further dismay the ever-suffering Christian Democrats, those beliefs are sometimes true. Andromeda Cass is herself a peculiar child, and her power [prophetic dreams] still guides her in her career as she makes certain decisions that prove right given time but are decried as foolish when they are made.
The President knows very well the South is tainted. But is there hope? As she exits the abandoned estate, the sun emerges from the thick clouds that seems to doom the South to eternal gloominess. This rarity causes her to raise an eyebrow as she makes her way to the car.
Who knows. Maybe there's hope. But like everything in the South, it has to be worked for.

Nelson Rockefeller died in 1979, and Ford didn't run with him in 1976, but with Bob Dole.
