Woah, Minnesota with a large black population? Don't think I've ever seen that before.
Minnesota, Wisconsin, Iowa and Nebraska all sit on the western edge of the Great Lakes Sprawl so they all have large black populations--all four of them in excess of 2 million (with Minnesota and Iowa having more than 3 million each). Blacks are no longer on the bottom and like all Terran human groups, have gained the privileges and power that we normally associate with whites today.
