Alternate Republics of Irans/Persia

It's been discussed whether Pakistan could be an Islamic Republic in the mold of Iran, but what about the opposite? An Iranian Republic that is more Federal Republic as Pakistan than a theocratic one.

Are any other republics also possible? Persian Nationalist? Soviet?
 
I don't foresee an Iran which has never been an Islamic Republic ending up as a federal one instead. A devolved unitary republic, perhaps, but a federal one seems out of the question. Of course, either instance requires a POD that in some way keeps Khomeini out of any position of power.

Nepal, a small himalayan country with less than half Iran's population and Austria, a country less than a 1/4 the size of Iran and with a homogenous population that's less than 1/7 that of Iran's are both Federations.

Given Iran's size and Demographics (only 65% are Ethnically Persian) and the fact that various parts of it have been autonomous historically I don't see why Federacy is out of the question.

Iran has a long, proud history of rule from the center, and the inclusion of disparate peoples in their proud civilization. Austria evolved from a feudal state to a devolved state within a duopoly, and then had this devolution, which went back to the middle ages, formalized when Austria became a Republic. Today, in some respects, Austria is a federation in name only.

Nepal is a country of many mountains and valleys wherein communications aren't what they are in flatter countries. Strong local authorities make sense there, but I doubt they will really remain autonomous for long.
