Yes, especially if nationalism takes off at some point. Even OTL, the PLC recognized German, Ruthenian, and Armenian as official languages.

I don't see any reason for name changing. And it would depend about borders. But if it has change the name, probably it would be Federation of East Europe or United Crowns of East Europe.
