Alternate German Nationalism

Inspired by some reading.... this will probably go political in about thirty seconds, but let's see.

German Nationalism, in the 19th and 20th centuries (and it seems today still is) very much an ethnic based nationalism, based on being, well, "German", at least in theory. Contrast this to French, British, or American nationalism, which have a much stronger cultural aspect; plenty of Hungarians, Italians, Poles, etc. immigrated to France in the 19th century and became part of French society. Yet I have a hard time seeing that with, say, Poles in Germany.

So, how do you change this?
 
Hm... might it have something to do with France, Britain and the USA coming into being as states before nationalism (as we know it) was properly on the stage, whereas Germany, as a united state, was (re-) united to a large degree by that nationalism?
So, uhm, maybe a Holy Roman Empire that is more successful in transforming into a modern state, somehow? Altough then there's the problem of developing nationalism- how likely that is seems, from other threads on this board, to be a quite political issue.
