We have a lot more non Premiership winners!

Do you think this one worth a punt on the forum. WI International League Championship where each nations team is made up from members of its league.

That way England gets to win every 4 years!
 
Actually 4 non top Division Finals, 1958, Blackburn Rovers V Fulham (Both Division Two), 1998 Sheffield Utd V Wolves (Both Division One-Second Tier), 2003 Sheffield United V Watford (Both Division One-Second Tier), 2008 Barnsley V West Bromwich Albion (Both Championship-Second Tier).
Birmingham City would have appeared in six finals, between 1946 and 1975, three of them from the second tier.
