WI in 1991 the west treated ussr in a much harsher way given that they "lost " the cold war.
1 abandon all advanced 4th gen fighters ,modern tanks and modern SAM,SSM in eastern Europe not able to relocate them to USSR when soviet forces start withdrawal
2 force them to surrender all SSGN that can launch nuke tipped cruise missiles .And destroy all backfires and air launched cruise missiles
3 pay eastern European countries for hosting Soviet forces for 40 yrs

How Nato is going to enforce such terms? Only way ensure that they accept and abide such terms is occupation and them should be too willingful enforce terms if Russia decides violate them.

Without occupation or some ASB thing Russians just say "F*** you.".

How would the West enforce those terms? NATO driving on Moscow might actually be the only thing that could save the Soviet Union by 1991. National unity, solodarity against the outside attacker, etc.
