I spent way to much time on this...

And because I spent way too much time analyzing it...

The districts in both houses cross the natural internal DC boundaries *way* to much. Both Rock Creek and the Anacostia have multiple districts which cross them in ways which would make them less integrated rather than more.
 
Harry Byrd is Rockerfeller's running mate.

Kennedy is the Democrat with Eugene McCarthy as his running mate.
Why would a liberal Northern Republican pick a former conservative, segregationist Democrat to be his running mate?

Rockefeller wins Virginia because the Democratic nominee is a poor fit for NOVA, not because someone from Virginia is his running mate.

And neither Kennedy nor McCarthy are on the Democratic ticket... that wouldn't explain the mountain west and plains states being so Democratic.

Yeah it's not great. It was hard enough to get districts with a roughly same number of people, but I mostly just wanted DC to have a weirdly large legislature

May I suggest taking inspiration from our current nominee for "wierdly large legislature", the New Hampshire House of Representatives and have districts elect a different number of representatives. Keep the current 8 wards make them where the Senators come from and nest multiple districts (from the Advisory Neighborhood Commission boundaries) electing a different number. For fun, you could even keep the at large positions with their rules for the Senate. Without that, you'll end up with a Senate that looks like the Hawaiian Senate. And of course, it will be interesting to see who the minority party will be in the House, with Green Statehood having achieved some of its aims, the other choices are probably socialist, Marijuana and possibly Republican.

I was looking at republicans and I didn’t include any republicans because the best a republican did out of any precinct was like 20% or there about. And what do you mean by it looking like the Hawaiian senate?

Check back with Obama/Romney in 2012, the area around the VP's house at the Observatory, Romney got 37% and local Republicans might do better.

The Hawaii Senate doesn't currently have any Republicans, only 25 Democrats.
 
So I made a new DC map that is 100% more insane. The Senate is elected from the 8 currently existing wards, each ward having 12 senators, being elected to 6 terms, two each year. The Council is elected from 52 eight member districts, each being elected to four year terms. So this means that DC is constantly in an election. It is a horrifying hellscpace where yard signs blot out the sun. There are likely some republicans elected, but they are third behind the Democrats, who control the vast majority of both house, and the Greens. DC now has 1 legislator for every 1,355 citizens and one of the largest legislatures in the country. There are 96 Senators and and 416 Councilors.

This objectively would be much worse for DC residents, escpecially since the Council districts vary a lot more than they did in the first, and neighborhoods continue to be mutilated, and DC is now plagued by eternal elections. I might make a list of all the members later if I have about 3 hours to kill
 
So these council members replace the ANC commissioners or do the ANC Commissioners still exist as an elected office. And I presume they use the Condorcet methods with Party List for elections.
The Council and Senate are the sole legislative body in DC, and they are elected by blanket primary ranked voting
