While I agree that the symbol is quite busy for a roundel and likely not realy readable at any distance im not sure if that necessary makes it useless as an identification symbol. For quite some time the turkish roundel was just a black square after all.
kinda my point. If a black square is recognizable enough, what would be the point of putting the country's name on it ? If no one else uses a white skull-&-bones on black as a roundel, there's no need to add anything to it.
 
I'd drop the text if I were you. At a distance and while moving, it would be next to useless. If you don't think the white skull & crossbones on black is distinctive enough, maybe have a simple geometric pattern behind it.
I added the text mainly just as text was used to identify the soldiers of Makhnovia during the RCW, it also isn't a country name, it says something along the lines of "Death To All Stalinist/Statist Oppressors." I do realize now that it was useless, and probably not really necessary, but I do like how it develops flavor and shows the mentality of Makhnovia during what probably was during their darkest hour.
 
Where do your anarchist get their weapons from? Self production or foreign state-level supporters?
Mainly Self Production from the Communes, as self reliance would be necessary for a state which had almost no support outside the USSR until Lenin's death, after which they had none. During the war however, I believe anti-communist factions, or atleast anti-bolshevik factions, would donate to Makhnovia; considering they would be the only nation which had proven itself capable of resisting the soviets other than poland up until that point.

Further advice then: make the text semi circular so it follows the outside of the circular field.
 
Here's the roundel for the air force(s) of the Antarctic Revolutionary Commonwealths in my Power Without Knowledge TL! It's used by the air wings of both the Antarctic Army and Navy, and also as an insignia to differentiate pilots and support staff from the rest of their parent branch.

The name is highly optimistic, and sign of the force's goals. It needs a symbol, preferably one that suggests that they WILL be navigating the cosmos.
In 1900, after 24 years of insane levels of research into many things, the USA has heavier than air flying machines and the navy wants an insignia that can be seen clearly as they go screaming along. Other nations are staggering into the air as well, and Uncle Sam is thinking ahead to a time when "warplane" isn't synonymous with "American."

That could work. In 1900, the roundel isn't yet a tradition, but no reason it couldn't become one--thought something else would work, too--looking for ideas. The idea is for the mere sight of the insignia to inspire fear on the part of the enemy.

You could perhaps use a red triangle instead, as a subtle link to the shape of the silver fern?
You might want to bring the top right star to in front of the plough too.

But the triangle is a pretty good idea. Something like the Hungarian Air Force or that but the point to the other side?

This is the national flag I am going with for socialist New Zealand btw, based on the United Tribes of New Zealand flag, but blue changed to black with a red field with the starry plough instead of the St. George cross.

Does anyone want to suggest ones for a couple of locations in my "The Masquerade" timeline, circa 1985?
I may need one for The Eastern Arabian Caretakers. (Saudi Arabia's Eastern Province, maintaining a balanced neutrality in the Saudi Civil War) and later, the Eastern Arabian Republic. The first one should be designed with the possibility of being turned into the second one, and need not be a true roundel. I'll also need one for the Air Force of the Custodian of the Two Holy Mosques, who happens to be the King of Jordan.

I also need one for the late 1890's/early 1900's <sic> Air Fleet of the Navy of the United States, which are heavier than air warplanes of the USN. (And a generation ahead of anyone else's heavier than air machines. Think mid Great War, plus experimental ramjets or pulse jets. Reach For the Skies will end up featuring a serious wank of air/space travel, though I am trying hard to keep it plausible
