Allied ships not equipped with radar

What would have happened if the development of radar occurred in a way so that it would be difficult to deploy it on ships, at least for the first few years? I just watched an episode on U-boats attacking convoys on the Smithsonian Channel so it came to mind. One POD could have been that they could have waited to make it so radar could detect targets all around the ship instead of right in front of it.

Presumably less material would make it across the Atlantic to help Britain. Would that force Britain to capitulate?

No. It would just make allied victory harder and delay it somewhat. (Many u-boat kills were achieved by aircraft, acting on the basis of "huffduff" not radar.) Convoys under attack or threat sent up "fireworks" for illumination, to locate u-boats.
 
Plausible. Delays though could encourage the United States to deploy the atomic bomb against the Germans.
