Allied Peace Conference instead of Two plus Four-Treaty in 1990

What if instead of the treaty which finally lead to the official end of WW2 and German Reunification ( there were already the democratic legal conditions ) cemented the order of Western Europe to this day (further going the way of Western Integration, 1992 EU Maastrich treaty, Euro etc., Polish border final 1990) there is a big Versilles styled conference which had been suggested by quite a few participants until the very end, were all countires, who declared war on Germany are able to claim reperations from an united Germany ?

Does anyone heard about it ?

I'm not really sure what there would be to discuss in terms of reparations considering that the major Allied powers had already taken reparations payments from Germany in the immediate post-war period and West Germany made payments as part of agreements settling issues to countries that had been occupied or affected by the war in the 1950s and '60s IIRC. Were there still any outstanding reparations claims by the time of Germany's reunification? Also the idea of a conference involving all those that had declared war on the Axis would be massive considering the number of countries that had done so by the end of the war. Do you limit it to just the major contributors - and where do you draw the line on that, say that they had to have declared before a certain date to attend, do the governments of former colonies get to attend as technically they contributed to the war as well in the form of goods and manpower etc.?
