What if after 9/11 Bush decides to make mandatory conscription for all males in America from 18-25?

In this case the conscriptions lasts three years but every man must serve. If you want to be an American citizen in this timeline you have to serve in the military for four years.

How does this effect the War on Terror and the rest of the world?
 
Not going to happen, if for nothing else then because military wouldn't want it. Then you'd have all sorts of deferents, studies, health, religious objections.... And you'll certanly see legal challenges.

And if, due to ASB intervention, it happens US conservatives will be shocked at how any Americans are gay. ;)
 
Conscription is only coming back in the case of another world war. The War on Terror just isn't big enough to justify it, both from a cost perspective (training and caring for millions of soldiers costs a ridiculous amount) and a selling it to people perspective (in 2003 only 17% of Americans favored reinstating the draft, vs. 80% who were opposed).

And the whole "to be a citizen you have to serve for four years" is completely unconstitutional. Under the 14th Amendment anyone born in the US or whose mother is a US citizen is automatically a citizen of the US. Such a law would only last until the Supreme Court struck it down 9-0.
