Following the abdication of the Czar and implementation of parliamentary democracy two parallel systems of government emerged in Russia, the Duma and the Soviets.
The Soviets were initially under the control of Social Revolutionaries and Mensheviks. The Duma could pass laws but were unable to deliver results. The Bolsheviks took control of the Petrograd Soviet under the fraudulent slogan of "All power to the Soviets". After siezing power, the Soviets were effectively closed down.
Suppose that the soviets had survived and become the effective government? Would there still have been a civil war with the rural areas and kulaks fighting the soviets aided by the reactionary militarists like Kolchak, Denikin and Kornilov? Would Kerensky have been rehabilitated? Would the other powers such as Britain, Germany and the United States have intervened to prevent the experiment suceeding?
