AFAIK, though, Germany's peace offer to the Bolsheviks in December 1917 was much less severe than what the Bolsheviks got at Brest-Litovsk a couple of months later.

What were those then? Had a quick look, but can't find them anywhere. Found reference to German peace offers in December 1916, but nothing was ever concrete or specific.

Most things I've seen mention Germany wanted a "free hand in the East" which is hardly good for Russia.

I'll try finding a source for this; however, from what I remember, Germany only required Russia to give up Poland and Lithuania (and maybe Courland as well) in December 1917.

Not something they'd consider so long as they thought they could still win. Same goes for every other combatant, really.
