Well no way who Alexander has not started to planning something like that as he surely wanted avenge the death of his uncle and brother-in-law who was killed while fighting in Italy...IIRC, plans for the conquest of the Mediterranean were found among Alexander’s personal papers after he dies, so it was something that he may have been thinking about on some level.

Could people from his eastern conquests be used ?With what army? Most of them were with Alexander, and he needed to recruit mercenaries to fend off Sparta. He needs to leave armies to keep the Greek city states in line, keep invasions away, continue sending troops to Alexander's conquests and armies and somehow this new army.
