Air awareness in 1914

I was reading a childrens magazine published in June 1914 - which had a section on the British Navy.

One Paragraph caught my eye

'The smallest gun in the navy is the little Maxim, firing a bullet about one-third of an inch in diameter - nearly the same thickness as an ordinary led pencil. It is supplied to ships for use only against aircraft....'

If the Navy took such precautions against aircraft which had very limited range at that time why did the armies not seem to have taken such precautions?
