AHQ :Have the Dutch become a minor power after 1815

As the title says ,Is there a way for the Netherlands to re-emerge as a power capable of fielding at least a few major fleet units and modest army after the Napoleonic wars ?
Would this lead to a larger Dutch colonial empire by 1900ish ?And what colonies could the Dutch maybe gain/takeback ?
 
There were two discussions within this month about the Netherlands being united with Belgium, and then just Flanders. The basic points seemed to be a respect for freedom of religion, and a solid bicameral legislature that enfranchises the southern portions of the country.

The tricky bit regarding the bicameral legislature, is to try and balance out a better representation for the South without giving the Protestants (there were Catholics in the North too, but since the Republic the most of the elite traditionally had been Protestant) the feeling, that they are being dominated by the South. In other words IMHO the Second Chamber of the Estates General (Representatives/Commons) can be more proportionate with respect to population (perhaps on a provincial level), but the First Chamber of the Estates General (Senate) should ensure that neither South nor North can dominate the other.

Easy. Belgium stays in. Maybe Britain actually gives Cape and/or Ceylon back. Then more expansion in the East Indies and Africa (Ghana or Congo). These colonies' resources combined with Wallonian industry gives the United Netherlands the chance to become a rich country with an sizeable army and navy. This of course totally changes the course of the 19th and thus 20th century.
