AHCWI: US with Porportional Representation in the House from the start?

The Challenge and What If is to figure out a way to get the House based on proportional representation of parties from the beginning as well as to discusss the impact of such a change on the development of the US. I know Washington and others were suspicious of parties and spoke against them, but almost immediately we saw Federalists and Anti Federalist divides emerge followed by DemReps and Federalists, Democrats and Whigs, Democrats and Republicans, and a whole host of minor parties.
 
I could imagine cumilative vote, each voter having as many votes as there are seats but being allowed to give them all to a single canddiate or split them any way they like
 
Well that's interesting. Has any country actually done that?

Not used in any nation that I know of. However was used in Illnois for the lower house, and quite often in local areas to secure fairness for minorities.

Also was used for School boards in England from the 1870s until 1900 when local councils to charge of schools
