German assets in Mexico won't make a difference militarily, nor will the cargo of a few merchant submarines.

Since Mexico doesn't have any surplus artillery arming merchant ships is not going to be likely either.

Plenty of nations have betrayed others with false promises in the past. Plenty of nations have been ignorant of reality. This is not unprecedented.

I agree that Mexico intervening in WW1 is vastly unlikely, but there is a difference between ASB scenarios and just plain bad AH.
 
Sonara, Baja California are good guess. Cabo San Lucas (Sic) at the tip of the Baja makes a GREAT base to help defend the canal. It was a different thread a few months back, but it is easy to see many/most of the forces in San Diego moved to the Baja. The Marines could have a huge training base, and no one who mattered would object. Over time, it would also likely attract retirees like Florida does now (after AC becomes common), it would have many Cancun like resorts, and it might be a place for a Vice city like Las Vegas.

I would also not rule out a naval base in the Yucatan.

To get a world where Mexico could do this, you'd easily butterfly Europe too much to cause a WW1.

Not at all, a WWI of some sort was near guarenteed as long as Europeans maintained an Imperial mindset, and continued their policy of using alliances in order to gain a more equal balance of power.

However, I do agree that it would require a fairly large POD in order to have Mexico engage the US in WWI, and a POD way before 1900 in order to get Mexico to resemble a credible threat to the USA.
 
Depends on what your defintion of is is.

In the 1st Edition of AHN (but it won't be in the 3rd since it's getting overhauled) the Zimmermann Telegram was sent by German Foreign Minister Charles Zimmermann (I think it was Charlie anyway) to the US, warning that if the electorial deadlock in Poland-Lithuania wasn't resolved within a month, then Germany would force their candidate upon the throne. This warning allowed the US to quietly mobilize over the month and gave them the jump on Britian/Canada and the CSA.
