AHC: Worst possible US/EU relations

With a POD after the end of the Cold War, what is the worst relations between the US and the EU can get? Is it possible to force them into confrontation?

You're going to need a POD much earlier than the aftermath of the Cold War for this. It would require dramatic alterations to the core mechanics of 20th Century power politics.

A Confrontation After the Cold War? No, impossible.

It would even be hard to imagine much frostier relations. However, I could imagine a situation in which the US more closely aligned with the concerns and aspirations of China and Russia after the end of the Cold War (and especially after 9/11) in a way that would alienate progressives in western Europe, things such as offering clear support for Russian and Chinese to quell islamic separatists, and other repressive policies in exchange for Chinese and Russian diplomatic support with respect to Israel and the US war on terror.
