AHC WI South Korea strikes first

Rhee, the South Korean leader was not very democratic. He might have fancied ruling the whole nation.

1) Is there any chance of his attacking before June 1950.

2) If Stalin AND Mao talked North Korea out of starting the war and South Korea attacked later in the 1950s what would be the international reaction.

Was there an imaginable US administration that would have encouraged such a venture
 
His army was utter crap is the problem, relying on old IJA equipment and not getting much American help. The Truman Administration would have had to give him much more aid than they did for him to be in a position for aggression.

Assuming all that happened and he attacked, well, honestly I don't know what the reaction would be. What was the Third World's OTL reaction to Korea? That said, a Republican Administration with John Foster Dulles at State could easily encourage this sort of move, even if it's just Dulles saying things behind the President's back. On the other other hand, Eisenhower is less likely to have run without Korea, and the next most likely Republican nominee is the isolationist Robert Taft, who wouldn't approve of this kind of adventure. I'm not sure it's easy to get a President who'd enable this.
