AHC/WI: Shafer Commission taken seriously

What would it have taken for the Shafer Commission to convince Nixon to consider decriminalizing cannabis? Would it have even been politically possible? Would the subsequent Ford and Carter administrations have had more impetus to soften drug policy?

If you want a better (albeit still unlikely) PoD for this, you can have Humphrey win in 1968 and then fill the U.S. Supreme Court with hyper-liberals; then, the U.S. Supreme Court could possibly--albeit still probably not--do this via one of its rulings several years later.

OK, I see your point. New scenario: if counterculture were less maligned, perhaps due to a less intense Vietnam War, how early could we start seeing national laws decriminalizing marijuana and some other substances? I have a feeling legalization wouldn't really fly early on, but as people on other threads have suggested, a liberal 1980s could allow the momentum towards legalization to continue unabated. Thoughts?
