AHC/WI: Separate Tasmania from Australia

The Australian island of Tasmania has a small separatist movement, which has picked up steam several times throughout tasmania's history as part of the Commonwelath, most notably during the late 1920s. Your goal is to have this separatist movement succeed and for Tasmania to become a separate country from Australia. No ASBs, and the PoD can be any point after Federation (1 January 1901). Uhm..... don't you mean that the mainland bulk of the country simply doesn't want the financial burden of said Southerly piece of rock.

Hence they simply revert it back to its former 'Penile'/Penitentiary state and make a profit by dumping (For a substantive price) any and all of the world's na'er do wells onto its wind blasted, cold enshrouded surface.

Pandemonium ensues.

By Tuesday the loggers gave declared war on the greenies who have retreated to their forest strongholds.

On 8:15 on Thursday Launceston declares the superiority of Boags over Cascade and establishes Northern Tasmania.

On Monday there is a COAG meeting and representatives from the Greens, Loggers, Northern and Southern Tasmania show up for <del> hand outs </del> foreign aid. The other states express surprise having ignored the goings on south of the Tasman.

Things go back to normal in exchange for a Tasmania national AFL team.
 
I think that the 20th century is simply too late. Hasn't Tasmania always been a relatively poor and dependent state of Australia? Tasmania breaking away is as risky as PEI or Newfoundland breaking away from Canada, at least if there are not some economic innovations.

Might Tasmania have opted out of the discussions on Australian unity, like New Zealand?

The best POD for an independent Tasmania would be IMHO a pre-1900 one, if Tasmania happened to be colonized by a power different from the one active on the Australian mainland. Perhaps a French, Dutch, or Portuguese colony? The cultural distinctiveness alone would militate against a merger.
