You’d probably need some sort of POD that sees Labour embrace devolution earlier. As soon as there is a Scottish Parliament then Scottish Nationalism can have a voice and the chance to win the legislature.

EDIT - Perhaps Ireland gets Home Rule? And that spurs similar pressure in other parts of the U.K.? Scotland gets it own Parliament, Ireland leaves anyway, and 50 odd years later so does Scotland.

In 1914 there was a Scottish Home Rule Bill that would have set up a Scottish Parliament with similar powers to the proposed all-Ireland model.

IF that could have been revived in 1920 and established like Stormont in 1921, then Scotland would have been largely self governing for fifty years when North Sea Oil was discovered.

A good launch pad for an independence movement IF (when really) Westminster tried to take all the revenues for its use. Or even a greater than geographical share of them.
