Best I can think of is to have the ground war start much earlier, so that morale is higher in the Iraqi regular army. As for the consequences, it depends on how soon Saddam and the high command realize the war is lost (OTL panic mode that gets some of them out or a false sense of security). More Coalition casualties from OTL's ultra-low level, but barring a string of unlucky incidents (artillery barrage in just the wrong/right spot), not that much more (in the incidents where the Iraqis fought hard in the OTL war, most were still handled with comparatively low losses by the Coalition armies).
