AHC/WI RoR for Expelled East-European Germans?

A scenario that often comes to mind when I contemplate the Israeli/Palestinian Mess:

WI, say, Poland, the Czech Republic, Slovakia, Hungary, etc. offered those ethnic Germans they threw out and their descendants not directly involved with the Nazis the option of passports and at least a chance of compensation for lost properties?

What PoD would it take?

How many would take the offer?

Of those who do, how many would move back for good?

What does this do to the politics?
 
This is going to sound politically incorrect, but the reason that this isn't as big of a deal OTL is because these expelled Germans were integrated into West German society, which wasn't the case for the Palestinians...

I doubt anyone will dispute that the various Arab states keeping the Palestinians stateless for propaganda purposes are on the same committee behind their suffering as the Israelis who ran them off. The argument is who had how many votes on it.
