In otl there were mutinies about conditions on Royal Navy ships, I think in 1797. In otl they were dealt with and the sailors concerned expressed a willingness to sail against the French.

However it has happened in other instances that resistance starting with specific greivances gets radicalized.

I suspect the British state was capable of screwing up such a situation.

If you add to that different events in Ireland in 1798 do you get a perfect storm?

By the way what would a Parliament freely elected by manhood suffrage have looked like?

What impact would it have had on the industrial revolution and the slave trade?
 
Really, I'd say if you want a republican revolution in Britain the most likely candidate would be the Chartists during the days of May.
 
There were also some severe riots immediately following the American Revolution, to the point that George III believed that the revolution was spreading to Britain. These mostly had to do with high wartime taxation, and were solved through... well, through lowering taxes, basically (which created a massive deficit/debt problem, later solved by Pitt the Younger's economic reforms).

One might imagine a more repressive reaction to those riots (several leading politicians advised such an approach), which would ultimately create more grievances among the public. Subsequent riots and mutinies would likely be dealt with though increasing repression. (Especially since conservatives would soon link those riots French revolutionary ideas.)

I don't think it's enough to start a revolution there and then, but it would create far more support for the Chartists, leading to exactly what eliphas8 proposed: a succesful Chartist revolution.
 
While the Chartists is the best time, there could have certainly been a revolution in the 1790s. The King's Carriage was stoned in 1795, and the Government reacted with a lot of repression. There were also plenty of radical Whigs that would have gladly led a revolution.

It would be interesting to think what international alliances would have been like. I imagine a republican Britain would have been very close with the US. They would have felt like sister republics.
