AHC/WI: Radical Liberals dominate British government

What could happen to make the Radical wing of the Liberals dominate their Party and then dominate British politics?

If so, how would Britain look like compared to IOTL (politics, economy, social...)?
 
Remove the obstacles to Joseph Chamberlain in the later nineteenth century, perhaps? You could butterfly away the Midlothian campaign or get rid of Gladstone somehow, but you'd certainly need to get rid of the Liberal party's policy for Irish Home Rule. But I'm afraid I'm no expert in Liberal politicians of the time beyond the obvious.

For the impact, I can see further reform in Education, as this was strongly advocated by Chamberlain. More public works, also, like what Chamberlain had done in Birmingham.

Oh wait, without the split of Liberal Party, we might also see Austen and Neville as Liberals.

Alternatively the Lords goes over the brink on the peoples budget in 1909 and overplays its hand. The King actually does appoint the threatened number of additional Liberal Peers. There is now a majority for Irish Home Rule and the peoples budget. The Liberals lose some support on their right and in the Home Counties, but gain considerably on the left and come very much closer to the strengthened Irish national party. Making a virtue of necessity the Liberal Labour co-operation is stronger. To the extent that eventually Labour is engulfed in the Liberal Party.
The Liberals would probably lose the next general election except for WW1 which meant the electorate was ready for radical measures, which the Liberals would now be seen as ready for. OTL LLoyd-George bottled this with the coupon. That is another possible departure too LLoyd-George does not fight in 1918 as a coalition Liberal, but fights on his own platform and whether he wins or loses sticks by homes fit for heroes, avoids chanak and adopts Keynes as OTL. Then there are multiple opportunities to take out labour, the last being in 1929 with the foolish policies adopted by Ramsey-Macdonald and Snowden.

Well, regarding the 1918 election, a POD with Lloyd George and Asquith united would be interesting. Of course the Liberal would be unlikely to win, but in this case they (especially LG wing) would avoid a series of problems like Russian Civil War, Versailles, Chanak, Geddes Axe, Homes fit for Heroes, unemployment... And, if the Tories did not pass the Representative Act, the Labour would not be as powerful as IOTL.
