Historically, Hirohito's younger brother Nobuhito was strongly opposed to the militarization of Japan, opposing the Second Sino Japanese War and the Pacific War. His wife was also very active in charities, and her brother attempted to help allied POWs. So overall this guy sounds like he would have changed the course of Japanese history if he became Emperor, but to do that Hirohito and Chichibu would have had to die.
