AHC/WI: Post-Soviet Russia kept Soviet Central Asia

Like the title says, what happens if Russia managed to keep Central Asia (namely Kazakhstan, Uzbekistan, Turkmenistan, Tajikstan, Kyrgyzstan) under Moscow's rule?

This sets after the dissolution of Soviet Union. How would it turned out and impact on the region?
 
An outright annexation of the region into Russia is unlikely. However, with a right kind of POD, you might be able to develop the Commonwealth of Independent States (or some other similar post-Soviet regional organization) to the direction that the region is effectively controlled by Russia. Central Asian states' economies were deeply integrated with that of other Soviet Republics and they were rather reluctant to become independent. You probably need a Russian leadership with a different priorities though.
 
CIS without Ukraine and Belarus makes no sense, it's just drain ( except maybe not Kazakhstan ) on Moscow's resources and hotbed of ethnic/islamic conflicts- SuperDuper Chechenya of sorts... So, if any real CIS is formed, then just Russia, Ukraine, Belarus and Kazakhstan- and no more.

Chechnya Writ large. With possibly direct involvement of regional powers like Iran, Pakistan, Turkey and China.
Add to that a nuclear dimension with Pakistan and China.
