AHC/WI: Pat Brown beats Reagan in Governors race 1966

How could Pat Brown, unpopular from the race riots and breaking his pledge not to run for a 3rd term, beat Ronald Reagan, popular actor who managed to ride the title wave of public opinion in the Governor's mansion? If Brown can do that:

-How would this effect Reagan's political career, would he stop then and there?
-How would this affect the 1980 Presidential race? Would Ford rematch Carter, or would someone else take up the bat?
-Would Jerry Brown still get into politics and become Governor like his dad did?
-Any chance Pat Brown is Humphreys VP choice come 1968, or Brown runs either POTUS or VP in 1972?
 
One POD here is to butterfly away the 1965 Watts riots. Easy enough to do, as the precipitating factor was a guy getting pulled over for suspicion of driving under the influence, which led to a conflict that escalated. Eliminate the traffic stop because Marquette Frye takes a different route and the riots may never have started. http://en.wikipedia.org/wiki/Watts_Riots

Eliminate that and Reagan's "law and order" message might not have quite the resonance and Brown might well win in '66 and Reagan might well return to acting.
