AHC/WI: Modernized Khanates

What are the chances for at least one of the successor states of the Mongol Empire to modernize and survive to the present day?

Maybe they could adopt some Enlightenment ideas for governance, like a constitutional monarchy, with the Khan as head of state and a parliament (maybe they can name it Kurultai for historical significance).

Anymore ideas?
 
It is possible, but I would think that it is a difficult proposition.

Where for example would the Khanate be based as I imagine location is probably the primary issue to confront as that feeds into the all important economy & demography.

Strangely enough my first thoughts are somewhere in Central Asia that ends up surviving as a result of the 'Dance of the Shadows' between the British and Russian Empires.
 
Prevent the Chinese occupation of Mongolia in 1919 or have the Chinese set up a client state instead of direct rule. Baron Ungern-Sternberg never manages to drive the Chinese or local government out, the Bolsheviks never chase after him into Mongolia. Without nationalist fervor and Bolshevik invasion increasing support for local communists, the 1921 revolution never occurs, and Bogd Khan stays on the throne of Mongolia either as a Chinese/Russian/Japanese client or a neutral buffer.
