AHC/WI : Lasting usage of military balloons in XIX

A first corps of balloon was used by republican Fench Army during the Revolutionnary Wars.

It allowed them to study more precisely ennemies positions and movments, and played an important role in some battles as Fleurus :

I wouldn't say as all the ones that praise or blame pointlessly everything new, that the balloon won the battle of Fleurus. Every corp, in this memorable day, did their duty. What I can certify, it's that well trained to use my telescope depsite continual oscilliation and wind movement, I could see infantry corps, cavalry artillery, their moves and, generally, the masses

These balloons used industrially produced hydrogen and, depsite efforts, couldn't be targeted by artillery because of the too frequent moves. You had balloon corps, moving with material from battle to battle...They're were used even in Egypt campaign.

But after Wurtzburg, balloons use was quickly abandoned for several reasons : change of tactical ideology (favouring quick move choices), disapperence and death of first promoters of the idea...

While a balloon use would have been most useful to Napoleonian army (by exemple, would have allowed a better study of Coalition position at Waterloo), they were re-used only in 1860's during the American Civil War.

So, what could have made military use of balloon continue after 1790's, and what would have changed in first half of XIX military tactic?
