So this challenge is (and it dips a little before 1900) to increase the Japanese community in Canada to one of the largest in the world, to about the size of Brazil or the US.

I'm thinking a good POD is for Canadian doors to stay open, and along with the regular stream of Japanese immigrants, have it largely increase once the US strikes up the agreement with Japan banning their immigration.

Canada would then, likely at Brazil and other South American countries' expense, soak up the Japanese diaspora post 1908...

Any other ideas? Bonus points if the Japanese can be accepted into Canadian society fully.
