AHC/WI: Kill the Cabinet

What if the mortar attacks on Downing Street by the IRA in 1991 had killed the Cabinet, which was sitting to discuss developments in the Gulf War? How powerful would the bombs have to be to kill at least 20, 30 people? What would be the ramifications, who would succeed Major as Prime Minister?

Also, how would it affect the 1992 general election?

The big hitters at the time aside from Major were Heseltine, Lamont, Hurd and Clarke.

Take them out of the equation and the only one intellectually capable of taking over had they survived was Michael Howard.

In respect of the election the sympathy vote might have led to a larger tory majority than in 1992.

With Ulster...all hell would have let loose.
