AHC/WI : Greater South Africa

OTL, after Versailles, the South African Union was awarded the League of Nations mandate on the German South-West Africa and, in a 1922 referendum, South Rhodesia refused an union; Bechuanaland wasn't fused with South Africa as some planned to do.

So, how a greater South Africa could be attained?
Which effects could this have?

  1. Would Apartheid policies be altered - OTL, Southern Rhodesia was relatively more moderate in its segregation, and there would be TTL more blacks in the ensemble
  2. Would this ensemble be dissolved or kept united post-apartheid

Apartheid would not exist like OTL. In ask likely hood things will go as OTL until the 48' elections with an electoral victory for Jan smuts, it was a close election and paved the way for the apartheid regime.

It was a freakin miracle that apartheid fell peacefully OTL. The chances get even slimmer the more South Africa expands.

But would the more moderate White Rhodesians attenuate the apartheid policies i.e. weighted voting and separate colleges versus total loss of one's citizenship?
