AHC/WI - European Economic Community disintigrates after dissolution of Soviet Union

What would be the effects of the European Economic Community (EEC) disintegrating in the aftermath of the OTL dissolution of the Soviet Union before the European Union was formed?

Would another ATL Economic Union have formed in its place aiming to unite Europe as is the case with the OTL EU?

If so the challenge is to butterfly away the trend towards politico-economic integration of Europe so that upon the ECC's collapse, the nations of Europe either remain independent or trend towards forming cultural blocs (e.g. Francophone, Anglo-sphere, etc).

I think there would be another economic union...
We are talking about Kohl and Mitterrand as the main head guys here...
So I'm pretty sure they wouldn't just sit around and let the EEC disintegrate, or at least do so without a replacement...

Fo this to happen, you really need some things to happen that have nothing to see with the USSR dissolved. There was and still is trends favouring regional free trade areas.

It would be more realistic and interesting if it was NATO that dissolved.
