AHC/WI: Discontinue the use of the US penny.

The US penny currently costs the US government 2 cents to make, and therefore, the US government is losing money for every penny it makes. There is a big debate out there on whether to stop producing the penny. Its neighbor Canada had already discontinued minting its penny in May of 2012.

Challenge: With a POD after January 1st, 1900, discontinue the use of the US penny.
 
Stagflation in the 1970s continues unabated, with inflation running above 10% well into the late 80s. The cost of producing a penny rises to 3 cents by the early 90s. Then, the decision is made to discontinue the penny and introduce a $1 and $2 coin.
