I don't know about all of Latin America, but getting a Mayan state in the Yucatan would be easy enough - during the Caste Wars, just prevent Chan Santa Cruz's execution of British soldiers at Bacalar, Britain was pressuring the Yucatan to end the war in their favor, anyways.
As for all of Latin America, I find it rather unlikely. Some stretches of the Andes could be foreseeable, but you'd probably have an easier time of preventing colonization in the first place than undoing it.
