AHC/WI: A infamous serial killer is never caught

Make it so a infamous serial killer from any country of your choosing is never caught and then describe what would happen if said killer was never caught, whether they die in obscurity or they kill more people than in OTL.

I know a bunch of people are going to ask for the definition of what is a serial killer, so for the purposes of this challenge, I will be using the definition created by a event called the Serial Murder Symposium:

Serial Murder: The unlawful killing of two or more victims by the same offender(s), in separate events

That last bit is important, so mass shooters like Adam Lanza, the Columbine shooters, James Holmes, etc cannot be discussed.

I am very unsure as to whether domestic terrorists such as Ted Kaczynski should be counted as serial killers. I'm going to let you make your minds up about that rule.
 
Yeah, I know. I mean infamous serial killers who in our timeline, were caught.
Well, if it's one or two, they won't be a big deal and will be only effect history by having people see them as one of those great crimes never solved. But, if a relatively large number in a single period don't get caught, it would really make the police look bad and should a city become infamous for letting a bunch of serial killers run around, then you'd have a real life Gotham city.
 
Is a good example not Peter Sutcliffe ( The Yorkshire Ripper)? What would he have done? He would have killed more and more often until caught. He was only arrested by chance (false number plates on his car) and confessed.

West Yorkshire Police were criticised for their failure to catch Sutcliffe despite having interviewed him nine times in the course of their five-year ( 1975-1980) investigation into his series of 13 murders and 7 attempted murders. Having been convicted in 1981 he is serving 20 concurrent sentences of life imprisonment, which was increased to a whole life order in 2010. He later admitted 2 more attacks and it is suspected there were more.

Jack the Ripper.

I think Jack the Ripper was caught. We just don't know it.

what if they get caught after getting to high office, like POTUS? thinking of john wayne gacy or carl panzram as candidates for this kind of pod
 
Harold Shipman would be the big one, his victim count is estimated at 250 and he might have at least another 10 years as a doctor. If he hadn't had been discovered then the resulting changes to medical practice and death certification in the UK would not have taken place.
 
Could we interpret "never caught" literally? If so, then perhaps just have one die before he/she's caught? Maybe Jeffrey Dahmer commits suicide or dies from alcohol poisoning, for example?

Imagine if Ted Bundy dies saving someone's life(obviously it was unintentional or he expected to live and get the glory) and he's a local hero...then after a few years his crimes are uncovered and a media shitshow erupts.

A timeline where Beria becomes Stalin's replacement somehow might count. We know he was a serial rapist, but from what I understand there's a good chance he was a serial killer.

-Vincent Tabak (only killed one person but you get the idea) commits suicide by jumping off the Clifton Suspension Bridge shortly after killing Joanna Yeates
 
Just because of the historical context, Paul Ogorzow, the S-Bahn Killer, who killed at least eight women in Nazi-era Berlin. He also raped, or attempted to rape, several women under the cover of the blackout in the Friedrichsfelde district of Berlin, an area of garden allotments, tiny houses connected by footpaths. He wasn’t particularly competent. There were times where he assumed he had killed women who he had thrown from the S-Bahn train, when they were really just unconscious. He was also a railway worker who committed his crimes near his workplace, he talked to coworkers about wanting to kill, and he always wore his railway uniform. The twist, though, is that he had joined the Nazi Party in 1931 and he was an SA-Scharführer (corporal). He was arrested in July 1941 and executed by guillotine two weeks later. But he caused a stir — most Berlin railway workers were interviewed by the Kriminalpolizei. Extra police patrols were begun on the S-Bahn, with volunteer Nazi help. Goebbels ordered the press to bury the story.

So, if Ogorzow had taken a few basic steps to not get caught, he could have really created havoc in wartime Berlin. He could have selected victims further from his workplace, and he could have made certain not to leave any survivors. (It’s absolutely chilling, by the way, to think of how much cold-blooded killing he could have done with complete impunity, had he joined the SS.) He preyed on working women, most of whose husbands/boyfriends were away with the Wehrmacht. That was a crucial group for the Nazi war effort, and the continued presence of a serial killer targeting them would be demoralizing, especially because it represents (like the air raids, perhaps) the government’s failure to protect them. He won’t survive the war, but an additional year where women don’t feel safe commuting in Berlin will have an impact.

Ted Bundy ended up keeping his job at Crime Prevention Advisory, active inpolitics, and becoming a successful lawyer would be the biggest irony, especially if he keep killing as his pastime.

Then Ted Bundy is present near Reagan when the assassination attempt happened, and he literally died taking the bullet meant for Reagan.

He died as a Young, Successful Lawyer with bright future that sacrifices his life to protect his president.

Cue if his crimes surfacing in later years, he would be deemed as beyond suspicion.
